cPanel does not impose any limitation on the speed of which sites run or at the rate files can be uploaded and transferred. Slow upload speed is generally networking related, FTP client-related, or hardware related. You will want to discuss this with your system administrator and datacenter to troubleshoot the slow speeds you see.
