Symptoms
When a feature is added to the "disabled" list in the Feature Manager menu, it should be prevented from being used by any other feature list. In some cases, though, we have found that features added to this list are not being fully disabled.
Description
Adding a feature to the 'disabled' list in the Feature Manager does not seem to be enforced.

We've opened an internal case for our development team to investigate this further. For reference, the case number is CPANEL-49822. Follow this article to receive an email notification when a solution is published in the product.
Workaround
The current workaround is to disable the desired feature in all other Feature lists.

Select other feature lists, disable the option you need, and save the lists.
